Issue- the core values of the civil service neutrality, impartiality and anonymity cannot be maintained without in efficient transfer policy comment.
Civil service is an important post for good governance to the public service in a particular union government period but due to political will and corrupt mindset of the society civil service is in critics
Critics
Usually honest and accountable officers are frequently transferred.
Example-
1- Ashok Khemka and Pradeep Kasni Haryana cadre IAS officers has been transferred 50 times and 60 times respectively of their service period
2- administrator are being inactive for knowing their frequent transfer
3- governments various policies are being hindered due to inactiveness of bureaucrats and administrators.
4- due to inefficient transfer policy administrators are being puppet of ruling parties government with their respective States for their stable life.
Administration Reform Commission finance commission and hota committee are all against this frequency transfer of civil servants.
- Because it hamper the development work.
- Lack of accountability
- Implementation of policy gap.
- Waste of public money.
- Large scale corruption.
- Distrust in citizens.
- DisConnectivity of development process.
High level department of personnel and training has accepted that they are helpless, only 15 months in average an administrative officer work in their newly allotted district.
Way forward-
1- government needs to eradicate political stigma for the nation development.
2- union government and state government should work together for nation development.
3- corruption level at every stage must be eradicated.
4- law and order need to step implementation at grass root level.
5- on the other hand ethical theories of public service must be sustained into the Civil Servant so that they can dedicate on their duties in any situation.
Hence neutrality and impartiality in civil servents transfer can only degrade nations image at global level.
